Effective mobility for scientific excellence in the European Research Area: The case of Slovenia

The research project Effective Mobility for Scientific Excellence in the European Research Area: The Case of Slovenia focuses on the challenges of Slovenian scientific excellence, the internationalisation of science and knowledge, knowledge circulation and the mobility of scientific research staff, especially in the light of the new Research and Innovation Act and the newly adopted Slovenian Scientific Research and Innovation Strategy 2030 (ZRISS 2030).

 

The key objectives of the project are:

1. An analysis of the international openness of the labour market for research, their international mobility in Slovenia and the mechanisms of change. Especially in terms of strengthening the "circulation of knowledge" as a whole in the context of developing research careers in the new European Research Area.

2. Development of proposals for measures to make Slovenia more attractive to foreign researchers, particularly doctoral and post-doctoral researchers, taking into account the new Act on Scientific Research.

3. Proposition of measures to improve the institutional and national conditions for more excellent international circulation of talent in Slovenia, beyond the national brain drain and its potential reintegration, at the level of academic and non-academic institutions in Slovenia, as well as the national research-development and other migration policy for highly educated personnel in Slovenia.

4. Preparation of an expert basis for the formulation of concrete policy initiatives and proposals in the European Union institutions to strengthen balanced international mobility of researchers in the European Union, including the Horizon Europe research programme, with a particular focus on the gap and greater coordination between the so-called "Widening Countries" and other EU countries.


Project Stages

The project is divided into five parts. The first part consists of an analysis of the situation, i.e. the international openness of the market for researchers, their international mobility in Slovenia, the identification of problems, as well as the preparation of the basis for research questions.

In the second part, the researchers will focus on data collection. For this purpose, they will prepare 3 versions of structured questionnaires, which will be used for 3-stage interviews with decision-makers, representatives of institutions and actors who are mobile in the ERA area, and interviews with foreign researchers in Slovenia. At the same time, existing interviews with Slovenian researchers will be analysed.

In the third part of the project, the interviews will be analysed, the findings synthesised and contextualised in the Slovenian and ERA context.

The fourth part will include the formulation of proposals for measures to increase the attractiveness of Slovenia for foreign researchers, the formulation of proposals for measures to improve institutional and national conditions for increased international talent circulation in Slovenia and the preparation of expert basis for the formulation of concrete policy initiatives and proposals in EU institutions to enhance balanced international mobility of researchers in the EU.

The last, fifth part of the project includes the finalisation of the proposals and the dissemination of the project results: the organisation of a round table and a consultation, the preparation of articles and the presentation of the project results in pedagogical processes.
